Oregon Statewide Payroll Services (OSPS) is committed to ongoing training for new and existing agency payroll staff.
To support and empower current state agency payroll staff members, OSPS offers the following:
- Monthly formal classroom instruction on using the Oregon State Payroll Application (OSPA) and on OSPS business processes
- PowerPoint slides from previous classes
- Quarterly user forums on timely issues, training on new procedures, or topics suggested by our customer base
- A monthly newsletter highlighting various tips & tricks for working in OSPA

| OSPA User Forums |
|
OSPS hosts quarterly user forums to share major application changes and new processes and provide guest speakers on payroll-related issues.
Past forum guest speakers have included representatives from PERS, PEBB, IRS, The Standard Insurance Company, Social Security Administration and many others.
We announce Forum agendas before each meeting in our electronic newsletter, OSPS E-News and the OSPS Training News, published on the first working day of each month. If you miss the announcement, please call the OSPS Helpdesk at (503) 378-6777, we will be happy to fill you in.
We encourage every agency payroll staff member, and fiscal or personnel staff with payroll functions, to join us at each forum.
Location and Time
OSPA User Forums are normally from 2 p.m. to 4 p.m. in the Mt. Mazama Room, General Services Building , 1225 Ferry St SE in Salem.
Employees who work outside Salem, may participate through an iLincOregon virtual meeting and teleconference option.

| Classroom Instruction |
|
Annually, OSPS offers the following classes. For specific dates for the classes, see any of the following:
OSPA Overview (2 days)
For staff members who are new to OSPA, this class provides hands-on experience with OSPA and covers resources available on the Internet, OSPA’s relationship with other systems / applications, and the most frequently used screens, such as the PTB1, PTB2, PTD1, PTD2, PTW1, PTW2, P001, P002, P003, P010, P020, P030, P032, P050, P070, P090, P160, P190, P191, P192, and P370.
New Employees in OSPA (1 day)
For staff members who have some experience in OSPA, this hands-on class covers the basic steps in setting up a new hire in OSPA. It also covers the entries for some exceptions, such as PEBB opt out, waive, and domestic partners.
Separating Employees in OSPA (1 day)
For staff members who have some experience in OSPA, this hands-on class covers the basic steps in processing a separating employee due to a resignation, retirement, or death.
Employee Transfers in OSPA (1 day)
For staff members who have some experience in OSPA, this seminar-style class covers the basic steps in processing an employee that is transferring from one state agency to another. It includes the process for both the sending and receiving agencies.
OSPA Reports (length varies)
Once a quarter, we will offer a class on OSPA reports. The seminar-style classes include:
- Exception reports
- Payroll registers
- Miscellaneous reports that require review
- Leave accrual registers
Requesting a Corrected W-2 for a State Employee (3.5 hours)
This seminar-style class includes reasons for requesting a corrected W-2, when to request it, and how to request it. Class participants will work on case studies of various situations.

| How to Register |
|
As we schedule OSPS classes, we will add them to the online course catalog in iLearnOregon. Search by OSPS, OSPA, or payroll. This is also where you will register for classes.
If you need help setting up an account, enrolling in a class, printing a certificate, etc., click on iLearn Help Resources in the lower right corner of the log-in screen.
If you have questions, click on "Email DAS Support" on the iLearnOregon log-on page.
Fees: OSPS does not charge for OSPS developed training. However, SCD does charge a $50.00 fee when a student registers for an OSPS computer-based class and does not cancel 48 hours prior to the class or send a substitute. This fee is included in the 2009-11 Price List of Goods and Services.

Correcting W2s (W2-C) for State Employees (2009)
This training includes the why, when, and how of requesting a corrected W-2.
Collection of Employee Overpayments (2006)
This training includes the payroll and accounts receivable process for identifying and collecting employee overpayments.
OSPA / LARS Leave Reports (2009)
The class focuses on the following reports: Leave Accrual Registers, Leave Accrual Adjustments and Transfers, Agency Employees with Leave Type “CT”, OPEU FLSA Exempt Employees with CT / ST Balances, Lost Leave Accrual CT Balances, Terminated Employees with Leave Balances, and Leave Adjustments Made to Closed Periods.
OSPA Overview (2009)
This class provides a high level overview of the Oregon State Payroll Application (OSPA), including most OSPA screens.
Employee Transfers (2009)
This covers the basic steps in processing an employee that is transferring from one state agency to another, providing an overview of the process for both the sending and receiving agencies.
Deceased State Employees
These are revised slides from the May 2007 OSPS Forum. They provide a high level overview of the process, legal requirements, and OSPA entries for making the final payment to deceased employees.
New Employees in OSPA PT1 (2009)
Covers the basics of setting up an employee who is new to state service in OSPA.
New Employees in OSPA PT2 (2009)
Includes exceptions to the general process for new employees, including PEBB opt out, waive, and domestic partners, returning retirees, and PA entered late.
Separating Employees in OSPA (2009)
Describes the steps required to enter the changes in OSPA for an employee who is leaving state service.
Unclaimed Property
These are the slides from the June 2007 OSPS Forum on the requirements and procedure for processing stale-dated checks. They have been updated for 2008 dates and contact information.
