Accomplishments for the division are listed below for fiscal years 2009 and 2010. The fiscal year runs from July 1 to June 30.
The State Controller’s Division provides leadership, guidance, administrative and support services to state agencies. The staff includes 46.5 permanent FTE and the program budget is approximately $20 million.
The Division serves the accounting, financial reporting, and payroll needs of central government for over 85 state agencies processing revenues and disbursements exceeding $12 billion on an annual basis.
There are five program areas within the SCD: Oregon Statewide Payroll Services (OSPS), Statewide Accounting and reporting Services (SARS), Statewide Financial Management Services (SFMS), Administration and Special Programs and Shared Client Services (SCS) that provide coordinated, centralized, statewide accounting and fiscal administrative policy guidance and compliance services to state agencies.
These programs are responsible for providing and managing statewide operational financial accounting, statewide payroll and disbursement systems, statewide financial policies, procedural training for statewide system users, and preparation of the Comprehensive Annual Financial Report for state government.
