Vehicle use and driver performance continues to be a growing agency risk. Driving is the most dangerous routine task performed by state employees. Many state employee on-the-job fatalities are associated with motor vehicles. Self-insurance costs related to driving continue to increase. Highlights
Compared to 1998 state drivers had 67.5% more police citations and 17% more vehicle collisions. Our incident rate and the cost per incident also increased. Citizen complaints are down to their lowest on record. State employees are making an effort at courteous driving. Miles driven in state-owned vehicles dropped by 2.8%. This year we saw a noticeable decrease of 3 million miles in state mileage. Workers’ comp claims due to collisions not related to state vehicles increased – by about 5 a month! We believe these are occurring in private cars. As a result of this apparent change in driving we have added the workers’ comp claims unrelated to state vehicle use to the number of incidents for FY 97, 98 and 99. This changes the incident rates for each of these years. The Vehicle Accident Prevention Program (VAPP) was started in FY 97 to focus resources on improving state driving performance. Eight high-need agencies were identified. We called them the V8. We have been working with them and watching their progress. Two V8 agencies succeeded in making a big difference in their vehicle incidents and losses.
Lottery has decreased both the total number of incidents and incident rate per 12,000 miles by 70%. Their costs are down 96%. DCBS has 20% fewer total incidents and a 24% lower incident rate per 12,000 miles. Their costs are down 92%.
