| Basic entry requirements |
|
Equidae includes horses, asses, donkeys, mules, and zebras. Basic requirements are:
- Certificate of Veterinary Inspection (CVI) issued less than 30 days prior to entry
- Import permit issued by this office. For a permit, the veterinarian or clinic staff calls 503-986-4679.
- Negative test for Equine Infectious Anemia less than 6 months prior to entry. Tests with "pending" results are not acceptable. (Oregon will accept either the ELISA test or the AGID test (sometimes called a "Coggins test")
Exceptions - The following are exempt from the EIA test requirement: 1. Nursing foals under 6 months of age, traveling with negative tested dam And 2. All Washington-resident horses

New Import Requirements for Horses Imported from Texas
Following notification released by the Texas Animal Health Commission (TAHC) that demonstrates Equine Piroplasmosis (a tick borne disease) has been detected in separate groups of horses not known to have had direct contact with each other, and recognizing the source of introduction and probable mode of transmission has not yet been determined; The Oregon Department of Agriculture's Division of Animal Health and Identification is issuing a clarification of Oregon Administrative Rules (OAR) regarding the importation of horses into Oregon from Texas. OAR 603-011-0255 (2) states that no livestock (includes horses) that are affected with or that have been known to be exposed to any infectious, contagious, or communicable disease, shall be shipped or in any manner moved or transported into Oregon except as authorized. Since the extent of the Equine Piroplasmosis (EP) infection in horses is not determined at this time, the following is a requirement for horses imported from Texas to ensure that they are not infected with to Equine Piroplasmosis. Effective immediately and until further notice In addition to our other requirements established for equine entering Oregon, all equids (horses) originating from Texas, or horses that have been resident in Texas during the 30 day period preceding their entry into Oregon, are required to be tested and found negative for Equine Piroplasmosis (EP) by cElisa (B. caballi and T. equi). A copy of the test certificate shall accompany the horse, and the testing information (date collected, laboratory, accession number and result) recorded on the required Certificate of Veterinary Inspection. Currently the only laboratory approved to conduct testing for Equine Piroplasmosis (EP) is the United States Department of Agriculture's National Veterinary Services Laboratory in Ames, Iowa. The laboratory's current testing schedule suggests samples received in the afternoon or morning will routinely be set up at noon with results available the following afternoon. Practitioners should inquire of USDA, the procedure for submitting samples as well as how the results will be reported. Our current protocol provides that a negative test will be valid for qualifying a horse's entry into Oregon for up to 12 months. Horses from other areas of the country entering Texas for exhibition purposes, and have not resided in Texas for greater than 30 days - are not included in this testing requirement. In addition to the EP testing requirement all equids moving from Texas to Oregon are required to have an Import Permit issued by the Oregon Department of Agriculture, Animal Health and Identification Division recorded on the Texas Certificate of Veterinary Inspection. Information required to be provided before an Import Permit is issued includes:
- Identification for each animal listed on the Certificate of Veterinary Inspection
- Complete name, address and contact number of the consignor, consignee, and accredited veterinarian
- Physical addresses and county name of the Texas origin and the physical Oregon destination.
- Date sample collected, result, date reported, and laboratory accession number of the EP Testing
- Texas Certificate of Veterinary Inspection number
The required Oregon Import Permit can be obtained by the accredited veterinarian issuing the certificate calling 503/986-4680 during normal office hours of Monday through Friday 8:00am - 5:00pm.

| Six-Month Equine Certificates |

The Six-Month Equine Certificates ("Passports" or "Extended Validity CVIs") are still valid for travel in California, Idaho, Montana, Nevada, Oregon, & Washington. Think of the Six-Month Equine Certificate as a budget airline ticket. Once it is issued it can´t be altered. The issuing veterinarian must indicate which states the owner plans to travel to. ODA sends a copy to each of the states marked. Those states will expect a copy of the Trip Record at the end of the six month period. Owners, please remember: It is your responsibility to keep track of every trip out of state. At the end of the six-month period, you send a copy of both the front and the back of the CVI to each state checked on the front. The form for the Trip Record and the mailing addresses for the participating states are on the back of the owner´s copy of the certificate.
