Import Requirements for Horses from Texas

Effective 4:00 p.m. on Wednesday, July 7, 2010 until further notice:

In addition to our other requirements established for equine entering Oregon, all equids (horses) originating from Texas counties of Kleberg, Brooks or Willacy or horses that have taken residence in those counties for a cumulative total of 30 days or more, within the six (6) months preceding the date of entry into Oregon, are required to be tested and found negative for Equine Piroplasmosis (EP) by competitive Elisa (B. caballi and T. equi). The test shall be completed within 30 days preceding the animal's entry into Oregon. A copy of the test certificate shall accompany the horse, and the testing information (date collected, laboratory, accession number and result) recorded on the required Certificate of Veterinary Inspection.

Horses from other areas of the country entering Texas for exhibition purposes, and have not resided in the specified Texas counties for greater than 30 days - are not included in this testing requirement.

In addition to the EP testing requirement all equids moving from Texas to Oregon are required to have an Import Permit Issued by the Oregon Department of Agriculture, Animal Health and Identification Division recorded on the Texas Certificate of Veterinary Inspection.
Information required to be provided before an Import Permit is issued includes:
  • Identification for each animal listed on the Certificate of Veterinary Inspection
  • Complete name, address and contact number of the consignor, consignee, and accredited veterinarian
  • Physical addresses and County Name of the Texas origin and the physical Oregon destination.
  • Date Sample Collected, Result, Date Reported, and Laboratory Accession Number of the EP Testing
  • Texas Certificate of Veterinary Inspection Number

The required Oregon Import Permit can be obtained by the accredited veterinarian issuing the certificate calling (503) 986-4680, during normal office hours of Monday through Friday 8:00am - 5:00pm.

Six-Month Equine Certificates
The Six-Month Equine Certificates ("Passports" or "Extended Validity CVIs") are still valid for travel in California, Idaho, Montana, Nevada, Oregon, & Washington.

Think of the Six-Month Equine Certificate as a budget airline ticket. Once it is issued it can´t be altered. The issuing veterinarian must indicate which states the owner plans to travel to. ODA sends a copy to each of the states marked. Those states will expect a copy of the Trip Record at the end of the six month period.

Owners, please remember: It is your responsibility to keep track of every trip out of state. At the end of the six-month period, you send a copy of both the front and the back of the CVI to each state checked on the front.
The form for the Trip Record and the mailing addresses for the participating states are on the back of the owner´s copy of the certificate.
